In recent years, the adverse impacts of climate change have been increasingly seen in Nigeria and across the African continent. Extreme weather events such as flooding, desert encroachment etc., are impacting agricultural output, displacing communities and slowing down the economy. Nigeria has a unique opportunity to leapfrog its development trajectory by tackling climate change head on and spearheading a clean energy transition.
Nigeria has demonstrated commitment to fighting climate change and facilitating clear energy transition, evidenced by former President Muhammadu Buhari’s announcement in COP26 that Nigeria would achieve net zero by 2060. This was followed by the passage of the Climate Change Act and the launch of the Energy Transition Plan. Following this visible commitment and as the climate crisis keeps evolving in scope and impact, there is a need to provide continuous evidence-based recommendations to guide policymakers in ensuring adequate mitigation and adaptation and shepherding a clean energy transition. Hence, Agora Policy’s decision to focus on this research area.
Agora Policy’s Climate Change and Energy Transition programme will work to accelerate progress towards the goal of global net zero emissions by providing insights and tailor-made policy recommendations, as well as convening policy dialogues on implementing Nigeria’s energy transition plan. This programme will focus on the following areas:
a. Climate Finance
b. Sustainable Environmental Management
c. Renewable Energy Policy

Nigeria has remained in a perpetual cycle of economic underdevelopment with pervasive and multi-dimensional poverty, high rate of unemployment, income inequality, soaring inflation, etc., leaving the nation in a fragile and tensioned state. The imperatives for economic reforms are high. However, reforms to drive economic growth must be informed and evidence-based to ensure that the growth to be achieved is inclusive and ensures the widest possible benefits for all segments of the nation’s citizenry.
Hence, Agora Policy will seek to bridge the evidence gap through its Economic Growth and Development Programme by producing data-driven insights and recommendations to guide policymakers, as well as elevate discourse on policy pathways to drive sustainable and inclusive economic growth. This programme will, among others, focus on the following key areas:
- Fiscal, Monetary, Trade and Industrial Policies
- Human Development
- Public Financial Management

Democracy in Nigeria has undergone several cysts and cycles since the country’s independence, including a rough history of military interventions. However, since the inception of the Fourth Republic in 1999, Nigeria has enjoyed its longest period of uninterrupted democratic governance. It is worth noting though that longevity is not necessarily the same as maturity.
Agora Policy’s focus on democracy and governance is also driven by the growing threats to democracies across Africa, with rising cases of military coups, especially in the West African subregion. Seeing that Nigeria plays a key leadership role in West Africa and even across the continent, it is essential that democracy thrives in Nigeria and can serve as a model for the subregion. Hence, the need for proactivity in strengthening democratic governance in Nigeria.
Through its Democracy and Governance Programme, Agora Policy will deploy its expertise to meet the demand for relevant and innovative policy ideas and will build an evidence base for the advancement of democracy in Nigeria. Its work in this area will be geared towards generating and disseminating knowledge to support institutional accountability and responsiveness, civil society development, promotion of human rights, the rule of law, and democratic elections.
Agora Policy’s Democracy and Governance Programme will, among others, focus on:
- Elections and Political Processes
- Transparency and Accountability
- Inclusive and Participatory Governance
